FinCEN’s reissued Geographic Targeting Order creates a near-term compliance date for newly covered money services businesses in specified parts of New Mexico and Texas, followed by transaction-by-transaction reporting deadlines.

Newly covered businesses
Persons that were not Covered Businesses under the March 2026 order have an October 3, 2026 compliance date under the reissued order.
CTR filing deadline
Covered Businesses generally must report a Covered Transaction to FinCEN on a Currency Transaction Report within 30 days following the transaction date.
Current order period ends
The order states that its current period ends March 1, 2027. Businesses should still watch for amendments, extensions, renewals, injunction developments, or new FinCEN guidance.
Who should look at this immediately?
The order applies to certain money services businesses located in the Covered Geographic Area. FinCEN’s September 2 announcement identifies specified ZIP codes in Bernalillo, Doña Ana, and San Juan counties in New Mexico and Cameron, El Paso, Hidalgo, Maverick, and Webb counties in Texas. The Federal Register order contains the controlling ZIP-code list and also describes an injunction-related exception for certain MSBs.
What counts as a covered transaction?
The order defines a Covered Transaction as a deposit, withdrawal, currency exchange, or other payment or transfer by, through, or to a Covered Business involving currency of $1,000 or more but not more than $10,000. The order also preserves other Bank Secrecy Act obligations except where it expressly says otherwise.
The October 3 date is only the beginning
The operational risk is not just one calendar deadline. Once a business is subject to the order, the recurring workflow can include transaction-specific 30-day filing dates, identity-verification steps, BSA E-Filing, the required MSB0926GTO notation in Field 45, record retention, internal distribution of the order, and supervision of compliance.
